In the larger view of WMD, why were only chemical weapons banned but not biological weapons? For nuclear weapons it is clear, the 5 permanent UN Security Council members wanted to freeze their monopoly on them through the NPT signed in 1968-70. Biological weapons seem more risky for Humanity as a whole as viruses etc. today can spread around the globe in days through airports. They should have been banned first. Some of these 5 UNSC members might have invested too much in them, or maybe thought to be able to make them DNA specific?? Chemical weapons being cheap and simple are the poor megalomaniac’s first choice but they cannot spread more that just locally and also kill or wound the deployers when wind suddenly changes. They can only kill living beings leaving infrastructure intact, like neutron bombs.
