I reproduce one of the texts that the Architects Association _Pilar Prim_
(Barcelona) it's disclosing to face the speculating farce of
Forum 2004 in Barcelona.
Some ideas for 2004: a project.
It_s been a few months now from the "Great Crisis" of Fórum 2004 and looks like the only vaccine that has been tried has been the concrete. The works carry on forward and also the indefinition of the contents. LetŽs be honest, still nobody knows what is, or worse, what is to be the Fòrum 2004. By dividing its content in areas and naming its different people in charge does not do more than to show the real deepness of this crisis. One question can bring light to this situation: What is going to be Grec 2004?. We ask this question because it seems that the Forum will consist of a pair of exhibitions and a greater Grec. A Grec that will need massive buildings that the present one does not need. However the iss ues that they tell us that the Fórum is going to be about seem more suitable to debate in places that the international community already has and uses.
If Barcelona has being exhibited frequently like a city-planning laboratory in which formal models for a city have been able to be experienced, now we think the time has come to solve the problem in another field. It would seem more suitable for us that the contents of this meeting were dedicated to deal with the problems of the life in the cities. Barcelona has them all and is therefore a suitable place to do it.
Pilar Prim thinks that the mistake in 2004 is double: there_s too much architecture and it has failed in setting roots to life. We understand that in a world in which the growth of the cities is unstoppable it_s their problems those which mainly define the parameters of our life, of the peace and the sustainability.
We propose, as a substitute to 2004, to organize an "open city" that needs neither jugglings in the definition of its contents nor the projected expo-constructions. Its content is its celebration and its scene is not other that the whole city redefined by one and only frame in which some of their present circumstances are modified. Our proposal consists of three points: the elimination of the traffic of particular vehicles, the absence of TV broadcasting during its celebration and the use of the existing meeting spaces in the city to lodge the activities.
We consider that an "open city" must be an urban and civic experience and that, in order to achieve this, the initiative must arise from the city that will apply to itself what it preaches, that is to say, it meets and it speaks with itself. We believe that we have to run away from making our point of reference of sport or cultural mediatic events, like the Olympic Games or _capitalidad cultural_, that leave, after its celebration, too many remainders that alter irremediably the urban landscape, creating empty bags comparable to thematic parks or to commercial centers.
Let_s imagine our city without particular traffic during the event. Immediately the distances and the public spaces will take different dimensions and uses. We will discover that the streets and the squares are not only the places around which to drive and park our cars. We will also discover a different relation with the heat, the cold or rain.
Let_s imagine a city in which we look for the news in the street, in which for example the news report can be followed in the assembly hall of a museum or in a great movie theatre. Let_s think about our own homes, in the new familiar relationships that will be generated without the existence of the television set or in the opportunities to meditate in a different way on the information society and of its relationship with the city.
Let_s discover in our own city the immense number of meeting premises that we already have. Private associations, public auditoriums, professional associations, schools, universities, squated houses, theaters, cinemas, bingo halls, factories and a long list of others, without taking into account religious spaces, discos, quarters, or the train stations, that can be easily prepared, signposting them, equipping them with the human and technical resources to allow the meeting of people coming of different places, with different habits, with different religions, that speak different languages and, mainly, that have an idea of what different culture is.
The subjects to discuss will be the ones raised by these new circumstances in which both, the life in the city and the activities that are developed inside of it, will be immersed. These activities do not need any singular building, nor any new specific area, because they will use what we already have, being distributed therefore in a homogenous way all over the city, being Barcelona the one that is distinguished, all of it.
This is not neither a suggestion nor a motto: it_s a project. The fact that nobody thinks what will be the consequences of the Fòrum could be the cause of the ruin of the city. All project needs a human team and an management work that makes it possible, but in this case addressed to stop television broadcasting and to eliminate the particular traffic in the streets, instead of constructing public works. We have to identify the problems, look for solutions, evaluate costs, look for financing, give publicity to the idea and specify its calendar.
This "open city" could be celebrated, for example, in the year 2003, or perhaps in 2005. But no way in 2004. On the one hand, if we decide to debate the problems of the life in the cities the best thing it is to do it the sooner, and on the other we do not think convinient to bind all future action in Barcelona to _operation 2004_, too near date that will force - if we finally want to achieve it- to arrive at it with a big effort. The city of Barcelona that will remain after 2004 will be a exhausted and without reaction capacity facing the future. In addition, operation 2004 as so far it_s being planed exudes a new conception of Colonialism for this new century, that is the cultural colonialism: the worst for today if we want to act in the deepening o f the democracy, peace and solidarity.
A city able to organize this "open city" will be rewarded with the visit of thousands of people from all over the world who will come to live the experience and who will ask themselves if initiatives like this one wouldn_t have to be repeated in their home cities proving that only with the tools that architecture provides we cannot solve the problems of the life in the cities.

La historia del Forum que ustedes preconizan para Barcelona durante el año 2004 es, como mínimo, una historia confusa y desgraciada...
El 21 de marzo de 1998 hubo una extraña okupación en Barcelona. Al final de una manifestación se ocupó la antigua Delegación de Hacienda (calle Avinyó) que se llamó Oficina 2004. El final del manifiesto que allí se leyó afirmaba: "Nosotros también queremos contribuir a los festejos del 2004 y, por esta razón, nos hemos constituido en Oficina. En otras palabras, queremos darles la oportunidad de que, si son tan tolerantes, nos reconozcan en tanto que diferencia. Abriendo en el centro de la ciudad la Oficina 2004 la cuestión que se plantea es la siguiente: ¿Cuánto tiempo soportará el poder que exista una diferencia cuya sola presencia desvela como hipócrita y falsa toda su actuación?". De madrugada -la policía siempre llega de madrugada- la Oficina 2004 fue desalojada.
Estimados Señore/as, La historia del Forum que ustedes preconizan para Barcelona durante el año 2004 es, como mínimo, una historia confusa y desgraciada. Durante largo tiempo nadie ha prestado la más mínima atención a dicha propuesta que, además, estaba completamente por definir. Únicamente cuando el peligro de su hundimiento era inminente, todo el Sistema de Partidos ha reaccionado como un solo hombre para salvarla. Pero en el momento crítico en el que intentaban reflotar el Forum 2004, las torres de Nueva York se han venido abajo y la guerra ha empezado. Después de un desconcierto inicial, el responsable máximo del evento ha reaccionado: "El Forum Barcelona 2004 es más necesario que nunca". Y la propuesta ha empezado a ser definida...
Que el pisloletazo que marca su salida sea el fuego real es una casualidad sumamente iluminadora. Efectivamente AHORA el Forum universal de las culturas es más necesario que nunca. Porque el Estado-guerra tiene que vestirse para no mostrar su desnudez fría y criminal. Para ello el discurso cultural es indispensable.
-el Forum 2004 habla de sostenibilidad mientras el Ayuntamiento se ha convertido en el mayor de los especuladores. Se privatizan espacios públicos, se permite la construcción de rascacielos, se convierte la ciudad en un gran parque temático destinado al turismo.
-el Forum 2004 habla de la diversidad como un valor a defender, mientras el Otro es reconocido justamente para poder encadenarlo mejor a la explotación. El Otro no es un trabajador sin papeles, es un Otro, un extranjero. La ley de extranjería sirve para gestionar esta bolsa de fuerza de trabajo clandestino.
-el Forum 2004 habla de la cultura de la paz: la tolerancia y el diálogo deben extenderse y convertirse en educación para todos. Pero el Estado-guerra avanza insidioso bajo la forma de cámaras de televisión en las calles, de policía privada... de control generalizado que persigue la localización del enemigo en cualquier lugar.
El Forum 2004 es ciertamente más necesario que nunca. Porque es una pieza esencial del Estado-guerra. Porque gracias a él la globalización armada se tiñe con los colores del arco iris. Por eso sus organizadores no sólo son unos vendedores de humo. Son unos asesinos de guante blanco que emplean el discurso cultural como un instrumento de guerra. Son los que se encargan de traducir la proclama de Bush "O están con nosotros o están con los terroristas". Y para ello quieren encerrarnos en la cárcel de la obviedad. Lo obvio es: la paz, la diversidad y la sostenibilidad. ¿Quién va a estar en contra? ¿Quién en su sano juicio va a defender la muerte y no la Vida? Desmineralicemos la obviedad hasta que las piedras lloren por nosotros. Que el discurso cultural no oculte más el dolor y la desesperación causados por el Estado-guerra.
Hace tres años hubo una okupación en Barcelona. Al final de una manifestación se okupó la antigua Delegación de Hacienda (calle Avinyó) y el Centro Social Okupado se llamó OFICINA 2004. El manifiesto que allí se leyó concluía:
"Nosotros también queremos contribuir a los festejos del 2004 y, por esa razón, nos hemos constituido en OFICINA. En otras palabras, queremos darles la oportunidad de que si son tan tolerantes nos reconozcan en tanto que diferencia... Abriendo en el centro de la ciudad la OFICINA 2004 la cuestión que se plantea es la siguiente: ¿cuánto tiempo soportará el poder que exista una diferencia cuya sola presencia desvela como hipócrita y falsa toda su actuación?".
De madrugada - la policía siempre llega de madrugada - la OFICINA 2004 fue desalojada. La "gran fiesta por la tolerancia y la diversidad", "el gran encuentro del mundo por una cultura de paz", el Forum 2004, iniciaba una complicada andadura. Que no se celebrara en Barcelona la reunión del Banco Mundial fue un balón de oxígeno. Pero la sombra de Génova es larga, como larga es la permanencia en la calle de los inmigrantes subsaharianos. Se organizaron razzias para cazarlos cual animales. Se han desalojado más y más casas. Vender que Barcelona es la ciudad de las diferencias es cada vez menos creíble. ¿Cuánto sufrimiento necesitarán para imponer su cultura de la paz y de la tolerancia? |
