Contra la ilegalización de la KSM, ¡la lucha continúa!

En el marco de la campaña de los CJC (CMC-JCPC) en solidaridad con la KSM en febrero de 2007 realizamos esta entrevista.
Radim Gonda, miembro de la dirección de la KSM nos resume el proceso que vive actualmente la KSM. Como están enfocando la lucha contra la ilegalización y el recorte de libertades y sus perspectivas de lucha en el futuro. En la actualidad están desarrollando una importante campaña contra las bases militares de la OTAN en la República Checa.

Febrero de 2007.

1º. ¿Podrías explicarnos, por favor, brevemente los procesos de ilegalización realizados por el gobierno checo contra el KSM?

La lucha para la existencia legal de la KSM comenzó pocos días después del último congreso de la KSM en Diciembre de 2005, cuando recibimos una carta del Ministerio del Interior que nos amenazó con la ilegalización de nuestra organización si no cambiamos nuestro programa y actividad. El Ministerio del Interior acusa a la KSM alegando que nuestro programa y actividad interfirieron con el espacio exclusivo de actividades de partidos políticos, es decir, y según la interpretación del Ministerio del Interior, el espacio excluido de la intervención de asociaciones cívicas. Pero según la ley, este sector de actividades exclusivo de partidos políticos se define como participación en las elecciones, y la KSM no participa en las elecciones. Esta discusión es, por lo tanto, totalmente infundada. Otra línea de acusación apuntó al programa de la KSM, cuya identidad es comunista, de metas socialistas, y de base teórica en Marx, Engels y Lenin: marxismo en su totalidad. El Ministerio del Interior incluso demandó el hecho de que la KSM publicara textos de obras clásicas del marxismo en su Web ya que, según este Ministerio, se violaba la ley de la República Checa. Esto resulta significativo, ya que el Ministerio del Interior cambió gradualmente sus discursos para la disolución de la KSM. La discusión principal que formó finalmente y de manera oficial la base de la carga para la disolución de la KSM, fue una demanda de que la KSM reflejó en el programa la necesidad de reemplazar la propiedad privada de los medios de producción por la propiedad colectiva de los medios de producción.

Este hecho demuestra que la debilidad política instrumental de la razón y de la discusión del proceso ha conducido al Ministerio del Interior a tomar la decisión sobre la ilegalización oficial de la KSM, demostrando esto, simultáneamente, que está realmente en las bases del ataque a la KSM. El Ministerio del Interior dice defender la democracia y los derechos civiles; la verdadera razón del ataque contra la KSM es la defensa del capitalismo al lado del capitalista, violando esos derechos democráticos. La KSM respondió al ataque con resistencia activa dentro de la República Checa y a nivel internacional. La organización comenzó una campaña de información, recolectó millares de firmas bajo petición en la República Checa, inició una campaña de ayuda movilizada dentro del Partido Comunista de Bohemia y Moravia, y recibió la ayuda de un gran número de organizaciones y de personalidades cívicas. La KSM también organizó concentraciones delante de la Corte Constitucional.

Actualmente, la KSM ha preparado una acción contra el Ministerio del Interior y se esfuerza para derrotarlo en la Corte.

2º. ¿Qué tipo de represión estáis sufriendo? (por ejemplo el procesamiento contra militantes, el cierre de la Web o el correo, prohibición de actos públicos, etc.)

Después de que la decisión del Ministerio del Interior en la ilegalización de la KSM fuera anunciada, nuestras cuentas de correo, el E-mail, nuestra Web... fueron bloqueadas. Según la versión oficial, fue debido a la enorme cantidad de gente que conectaba con ellas, pero la explicación es que cortaron intencionadamente la página. En todo caso, la hemos restaurado y la página www.ksm.cz está trabajando hoy de nuevo.

Ahora estamos trabajando en situación de semi-ilegalidad, por lo que hemos tomado las medidas necesarias para ajustar nuestro trabajo interno a esta situación y a la posibilidad de ilegalización total. No las especificaré.

Las estructuras represivas del estado recurren también a las provocaciones y al uso de mentiras instrumentales y falsas demandas para desacreditar a la KSM y para que la opinión pública apoye la decisión sobre la disolución de nuestra organización juvenil. Una mentira abierta fue la poca información ofrecida por el portavoz oficial del Ministerio del Interior que dijo a los medios de comunicación que el policía que había arrestado a un miembro de la KSM lo hizo debido a que éste le atacó de manera violenta durante una manifestación antifascista. Esta falsa acusación fue negada y denunciada por la KSM y también por la persona arrestada que declaró que él no había sido y no era un miembro de la KSM. También hacemos frente a un esfuerzo creciente del servicio secreto para infiltrarse en nuestra organización y hemos tomado medidas contra ello.

Los derechos y libertades fundamentales en la República Checa están siendo atacados. Este ataque se enfoca en primera línea contra los comunistas, pero en segunda línea contra cualquiera que luche contra el imperialismo y el capitalismo. Para ser específico te pondré un ejemplo: la KSM fue la primera organización en nuestro país que lanzó el año pasado una campaña muy acertada contra un plan para poner una base militar de los EEUU en la República Checa. Otras organizaciones nos han apoyado y, hasta ahora, hemos recogido más de 60.000 firmas para nuestra petición contra la base militar de los EEUU. Además de nuestra campaña comunista, también participamos en una iniciativa más amplia, “NO A LAS BASES MILITARES�. Las autoridades han prohibido, hasta ahora, 2 manifestaciones de protesta en contra de la base, organizadas ambas por esta iniciativa. A pesar de este incidente, la Iniciativa, teniendo la KSM una participación activa, realizó estas 2 actividades parciales prohibidas del programa. Con esto pretendo mostrarte la tendencia de limitar los derechos civiles y democráticos en nuestro país que ha comenzado con una caza de brujas a los comunistas.

Respecto a nuestra lucha contra la ilegalización, deseamos derrotar al Ministerio del Interior en la Corte. Si fallamos en el Tribunal Supremo, entonces apelaremos a la Corte Constitucional. Continuaremos nuestra actividad bajo cualquier condición. En el caso de que las Cortes confirman la decisión del Ministerio, nuestra actividad posterior sería considerada como violación de la decisión de la Corte y después nuestros activistas podrían ser encarcelados. El futuro es confuso, pero tenemos en cuenta cualquier posibilidad.

3º. ¿Cómo estáis luchando contra la prohibición en el campo legal, así como en la lucha diaria?

Actualmente, la KSM ha preparado una acción contra la decisión del Ministerio del Interior y, como he dicho, nos esforzamos para derrotar al Ministerio en la Corte.
Nuestra respuesta a la prohibición de la KSM, al anticomunismo, está ocupando nuestras actividades diarias. Seguimos al frente de la lucha contra la base militar de los EEUU en la República Checa, pues ésta es una de las decisiones más importantes de la vida política en nuestro país en la actualidad. Defendemos los intereses de la mayoría de la gente obrera y de la juventud luchando, por ejemplo, contra las tentativas de introducir los honorarios para los estudios de la universidad. Somos también una espina dorsal de la izquierda dentro del Partido Comunista de Bohemia y Moravia, teniendo grandes responsabilidades. Desarrollamos nuestras actividades entre la gente, estableciendo contactos con otras organizaciones, y creamos las nuevas organizaciones locales de al KSM.

La KSM también recibió a finales de Octubre de 2006 el 5ª Encuentro Europeo de Organizaciones de Jóvenes Comunistas bajo el lema “La juventud europea contra los ataques a los derechos sociales y democráticos - ofensiva militante contra el anticomunismo; por una vida decente y un futuro socialista para la juventud�. En esta reunión participaron un gran número de organizaciones incluyendo como invitado al presidente de la Federación Mundial de la Juventud Democrática (FMJD). Los participantes discutieron acerca de los modos de coordinar la lucha común de los jóvenes comunistas europeos contra el anticomunismo, se planeó actividades concretas y se declaró un apoyo total a la KSM.

4º. ¿Las acciones internacionales de la solidaridad han alcanzado tus expectativas?

Sí, e incluso mucho más. ¡La campaña internacional de solidaridad ha sido increíblemente fuerte!.

Los compañeros internacionales de la KSM movilizaron a la opinión pública en sus países, publicaron la información en sus medios, organizaron un gran número de peticiones desde Internet, organizaron una gran cantidad de manifestaciones delante de las embajadas de la República Checa en sus países, así como lanzaron las consignas de la protesta contra el gobierno y el Ministerio del Interior.

También fue importante ganar a un número de personalidades conocidas que utilizaron el peso de su autoridad para mover hacia atrás la causa de la KSM como Dario Fo, ganador del Premio Nobel; Bono, el cantante de U2; el subcomandante Insurgente Marcos, y otros.

La campaña internacional de la solidaridad ha sido un gran éxito, nuestro éxito común. ¡Y continúa! La KSM pone énfasis en la necesidad de llevar más lejos la campaña internacional de la solidaridad para aplicar la presión en la República Checa y para informar al público extranjero sobre estos actos antidemocráticos de anticomunismo en nuestro país.

Por último, quisiera agradecer a los CJC en nombre del KSM por su solidaridad y ayuda. Apreciamos mucho a los camaradas. La relación entre nuestras organizaciones es muy buena y deseamos que vaya a más en el futuro.


1º. Could you, please, explain us briefly the proccess of banning carried out by the Czech government against KSM?
The struggle for legal existence of the KSM started few days after the last Congress of the KSM in December 2005 when we received a letter from the Ministry of Interior that threatened us with banning our organization if we do not change our program and activity. Originally the Ministry of Interior accused the KSM that its program and activity interfered with the exclusive space of activities of political parties that is, according to the interpretation of the Ministry of Interior, the space excluded from the intervention of civic associations. But according to law this exclusive area of activities of political parties is defined just as participation in the elections. The KSM does not participate in the elections. This argument is therefore completely baseless. Another line of accusations targeted the Program of the KSM, its communist identity, socialist goals, and theoretical basis in Marx, Engels and Lenin that is Marxism as a whole. The Ministry of Interior even claimed that the fact that the KSM published the texts of classics of Marxism on its web page violated the law of the Czech Republic. What is significant, the Ministry of Interior gradually changed its arguments for dissolution of the KSM. The main argument that finally officially formed the basis of charge for the dissolution of the KSM was a claim that the KSM reflected in its Program necessity of replacement of the private ownership of means of production with collective ownership of means of production.

This fact shows the instrumental political reason and argument weakness of the process that has led to the Ministry of Interior’s decision on the official dissolution of the KSM and simultaneously it shows what is really in the roots of the attack against the KSM. It is not defence of democracy and civil rights that are in reality violated by the Ministry of Interior. The real reason of the attack against the KSM is defence of capitalism by the capitalist state realized through violation of democratic rights. The KSM responded to the attack against its legal status with resolute resistance both within the Czech Republic and on international level. The organization started an information campaign, gathered thousands of signatures under its petition in the Czech Republic, mobilized support within the Communist Party of Bohemia and Moravia, and received support from a number of civic organizations and personalities. The KSM also organized a demonstration in front of the Constitutional court.

At present, the KSM has filed an action against the Ministry of Interior’s decision and endeavours to defeat the Ministry in the court.
2º. What king of repression are you suffering? (example: prosecution against militants, closing of the website or mail accounts, banning of public event,...)
After the decision of the Ministry of Interior on the dissolution of the KSM was announced for example our web page and e-mail accounts were blocked, officially because of enormous amount of people connecting to it, other explanation talked about hacking the page. In any case, we have managed to restore it and today the page www.ksm.cz is working again.
We are now working in the actual situation of semi-ilegality. Therefore we have made necessary measures to adjust our internal work to this situation and to possibility of total ilegality. I will not specify them.
The repressive structures of the state resort also to provocations and to using instrumental lies and untrue claims to discredit the KSM and to create public support for the decision on dissolution of our youth organization. Such an open lie was disinformation spread by the official spokesperson of the Ministry of Interior who informed mass media that a member of the KSM had been arrested by police because of his violent attack against the police during an antifascist demonstration. This untrue claim was refused and denounced by the KSM and also by the arrested person himself who declared that he had not been and was not a member of the KSM. We also face an increased endeavour of the secret service to infiltrate our organization and we have made measures against it.
The fundamental rights and freedoms in the Czech Republic are under attack. This attack is focused in the first line against the communists, but in the second line against anybody who struggles against imperialism and capitalism. To be specific I will give you an example, the KSM has launched last year as the first NGO in our country a very successful campaign against a plan to place a U.S. military base in the Czech Republic. Later we were joined by other organizations. We have gathered so far more than 60 000 signatures under our petition against the U.S. military base. Besides our communist campaign we are active also within a broader initiative NO TO MILITARY BASES. The authorities have so far prohibited 2 of anti-base protest demonstrations organized by this initiative. In spite of this fact the initiative with an active participation of the KSM carried out these 2 prohibited demos anyway. I want to show you the tendency of limiting the fundamental civic and democratic rights in our country which has started with anticommunist witch hunt.
Regarding our struggle against the ban, we want to defeat the Ministry of Interior at the court. If we fail at the Supreme Court then we appeal to the Constitutional Court. We will continue our activity under any conditions. In the case that the courts confirm the decision of the Ministry our further activity would be considered as violation of the decision of the court and then our activists may be put into trial and jailed. The future is unclear but we count with any possibility.
3º. How are you struggling against the banning, in the legal field as well as in the daily fight?
At present, the KSM has filed an action against the Ministry of Interior’s decision and as I have said we endeavour to defeat the Ministry in the court.
Our response to anticommunist banning of the KSM is developing our daily activities. We are in the forehead of the struggle against the U.S. military base in the Czech Republic which is one of the most important issues in the political life in our country at present time. We defend interests of the majority of the working people and the youth, for example we struggle against attempts to introduce fees for university studies. We are also a backbone of the left-wing within the Communist Party of Bohemia and Moravia, our responsibilities are big. And we develop our activities among the people, we establish contacts with other NGOs, we create new local organizations of the KSM.
The KSM also hosted at the end of October 2006 the 5th Meeting of European Communist Youth Organizations under slogan “Struggle of European Youth against Attacks on Social and Democratic Rights - Militant Offensive against Anticommunism! For Decent Life and Socialist Future for the Youth!�. This meeting was attended by so far largest number of participating organizations including as a guest also a president of World Federation of Democratic Youth. The participants discussed ways of coordination of common struggle of European young communists against anti-communism, planned concrete activities and declared full support to the KSM.

4º. Have the international solidarity actions reached your expectations?

Yes, and even much more. The international solidarity campaign has been unbelievably strong!

The KSM’s partners abroad mobilized the public opinion in their countries, published information in their media, organized a number of petitions including very effective internet petitions, organized a large number of demonstrations in front of embassies of the Czech Republic in their countries and bombed the Czech embassies, government and Ministry of Interior with protest letters.
It was also important to win a number of well known personalities who used the weight of their authority to back the cause of the KSM like Nobel prize laureate Dario Fo, singer Bono from U2, Subcomandante Insurgente Marcos, and others.
The international solidarity campaign has been a great success, our common success. And it continues! The KSM puts stress on the need to develop further the international solidarity campaign to put pressure on the Czech Republic and to inform the foreign public about anticommunist antidemocratic acts in our country.
I would like to thank the CJC on behalf of the KSM for your solidarity and help. We appreciate it very much, comrades. The relationship between our organizations is very good and we want to develop it further.

el ke va fer el partit comunista a l'espanya del 36 no s'oblidarà!Per culpa d'ells molta gent va morir, el partit comunista sense gens d'historia a "espanya" va volguer pendre el control de tot. Els afusellaments,encarcelaments... (i un llarg etc).
Sou escòria Com vols que no criminalitzi aquests comunistes que van rebentar la revolució del poble? No us donaré clases d'historia ara. Mireu a cualsevol llibre objectiu de la revolució social del 36. comunistes ... Demaneu perdo
