Zero Tolerance?

no perque no puc escruire-ho a català, tampoc a castellà, ni altre 8 llengues més. Pero solo perquè vulls dir "les coses" com hos-veig.
Juan Clos S.P.Q.B. is in New York, the city which gave the world the concept of "zero tolerance". It is thence that he has commented on the past week, and thus it is timely we examine what has occured, in our city, and on our continent in the last week at the very least, and the last months if we're up to the critical thinking challenges.

On the 4th of February "F4" a violent eviction of an occupied space in our city led to lengthy prison sentances for 3 young people without a transparent or consistent explanation on the part of the municipal authorities as to the events which had taken place. In fact there were and are 3 conflicting versions of that night.

2 of the young people charged are in juvenile detention centres and 1 other in "adult" prison. There are thus, 3 families effected. The crime these young people were accused of, is in anglo-saxon jurisprudence termed "attempted manslaughter" or in american legal terms "attempted homicide in the last degree".

Ah! The word "coma" comes into it. The victim of the "assault" being a police officer of the municipal BCN authority's own police force created by Juan Clos SPQB. There is thus a 4th family touched, that of the guardia urbana still in coma. The word "anger" comes into as well. & as I watch the process of media manipulation and disinformation attendant to the coma state presently lamented by the family and friends of Cyril Ferez a member of the social movement in France, I wonder as to the efficacy of contemporary hypocrisy.

Is violence only wrong when the perpetrators are jobless, marginalised, poor, reacting naturally to threat?

Is violence by the agents of the state or municipal authority to be disregarded?

When is a coma just a coma?
When is a bloody broken head just a bloody broken head?
When & where do the lies begin?

In the last months, "zero tolerance" has been introduced to Barcelona, a city once thought of as "the example of an open and diverse community". During the debates which led to the criminalisation of normal and traditional behaviour by those who live in this city; street vending, washing in fountains, hanging clothes to dry from balconies, skateboarding, busking, plying the most ancient whore's trade, painting on walls of unreedemable homogenous ugliness, a bunch of kids burnt a vagabond to death and recorded the fact for the amusement and titilation of their friends.

Dead not Coma.
= not quite Ariel Sharon's state of undeath.

Where is the comparison in sentancing?
How long will the children of the rich who burnt the poor stay in custody?
will they be released before the children of the poor who are alledged to have assualted a police officer?
Will in our great Europe of equals and cross-references the CRS man who put Cyril Ferez in coma even face court?

Will the commercial media forgets its hysteria and end its wanton moral relativism?

It took determined horizontal media channeling for the words "plastic bullets" to be published in the free press commercial papers (Metro, 20 minuts, Que!) this morning, some 3 days after their use in the Raval district of Barcelona. In the last days, in the commercial press - no mention was made of the innocent residents suffering at the sight of a street battle caused fundamentally by police mis-management and police non-co-ordination in the district of the Raval.

Almost as if we, those who live in the Raval are supposed to suffer such intimidation, such state violence without let or hindrance.

Why?

Because our coma will carry no state pension.
We won't get medals for our coma.
Enjoy your plastic bullets Juan Clos.
I do hope the rich New Yorkers appreciate your phallic monstrosity at Glòries.
But I really want to take the "SPQB" out from in front of your name. A 65 year old woman of the Raval said to me today, "the police of today hit exactly the same way as the grey guardia civil of old, only the police and military didn't get the transition to democracy".

It was your fault.
Come out of the shadows and admit it.
We know who you are Juan.

You see Juan Clos SPQB we really do need tolerance. THere is violence in society, every society, especially amongst young males.
And some might think its increasing, but thats a result of hysterical media coverage. Violence is being direct at ever new targets. New born babies, women and wives, partners and girlfriends behind closed doors are the most like to suffer violence.
The answer to violence is not "Zero Tolerance" nor is it any attempt to change society by "decree", but rather education.
Education which goes beyond "basket". The poorest of Barcelona need playgrounds rather than award winning architecture.
The most marginalised need community policing which is not militarised or intimidating. They need a different profile of recruit. For sadly we find as many young and violent males in uniform in these days, as we do on the ocassional opposing line.

Gurggling about "200 disorder experts" will not work the next time, for there will always be a next time, Juan. Europe is proving that. More agressive policing is producing more agressive "resistance". Think about that. Have a nice peaceful day now that you're back in Barcelona.
