Per tercer any consecutiu un grup d'inspectors i inspectores aconsegueix travessar els filats de la futura caserna de la Força de Resposta de l'OTAN per a reclamar el seu tancament i devolució, a pesar del fort desplegament policial. |

Per tercer any consecutiu un grup d'inspectors i inspectores aconsegueix travessar els filats de la futura caserna de la Força de Resposta de l'OTAN per a reclamar el seu tancament i devolució, a pesar del fort desplegament policial.
Més d'un centenar d'inspectors i inspectores civils han eixit aquest matà de l'Albereda de Bétera per a dirigir-se a peu cap a la Caserna de la Força d'Acció Rà pida de l'OTAN, a 4 km de distà ncia. Les persones participants anaven equipades amb bates blanques, cartells (amb lemes com "TANCAMENT DE LA BASE", "DEVOLUCIÓ DELS TERRENYS", "OTAN FORA"), prismà tics, cà meres, qüestionaris i aquest any, lupes, per a poder portar a terme la seva labor d'observació. Durant l'hora que va durar la marxa, el grup ha estat rodejat per un fort desplegament de la Guà rdia Civil, que incloïa gran quantitat de vehicles, motoristas, desenes d'agents, gossos... A tot això es va unir un helicòpter que en ocasions volava a baixa altura, i que va arribar a aterrar en una de les rotondes pròxima a la base, a pocs metres de la marxa. Alguns agents de la Guà rdia Civil van intentar impedir l'avanç del grup pel voral d'una de les carreteres adjacents a la base, argumentant que "estaven esperant ordres", però van ser sortejats sense massa problemes pels inspectors.
Al voltant de les 12'30 h, després de creuar la carretera per a canviar de voral, la marxa, que en aquests moments tenia uns 100 m de longitud, va començar a caminar al costat de la tanca de la caserna. Uns minuts després arribava al lloc previst per a l'entrada, molt pròxim al recinte principal. A pesar de la presència d'agents antidisturbis de la Guà rdia Civil, tant en l'interior com en l'exterior, i de l'helicòpter a pocs metres sobre els caps dels inspectors, els catorze encarregats de realitzar la inspecció des del mateix interior de la base han aconseguit travessar els filats de dos metres de profunditat i accedir al terreny militar. En el moment de l'entrada s'ha pogut comprovar que els agents s'anaven a emprar-se amb una brutalitat major que en edicions anteriors d'aquesta acció, amenaçant als participants amb les seues porres, empenyent-los bruscament i agarrant-los del coll. Les persones que s'han introduït en la base prà cticament no han pogut avançar cap a les instal•lacions principals a causa de l'expeditiva actuació de les forces antidisturbis, que després d'envoltar i concentrar al grup, els han obligat a sentar-se, usant en ocasions tècniques d'immobilització doloroses. Els agents presents en l'interior del recinte militar s'han negat a contestar a cap de les preguntes contingudes en el qüestionari que portava l'equip d'inspecció, sobre la presència d'armes de destrucció massiva, projectils d'urani i bombes de fragmentació en la base de l'OTAN. En pocs minuts, amb el temps just perquè prengueren el seu te à rab, van identificar als catorze inspectors i els van desallotjar a través d'un buit en el filat duent-los en l’aire un per un. Alguns dels inspectors van sofrir ferides superficials causades per ser arrossegats violentament i dipositats directament sobre el filat. Cap d'ells va ser detingut.
En l'exterior, els altres inspectors van cantar i van llançar flors en honor de les vÃctimes potencials d'aquesta instal•lació militar ofensiva.
Segons l'equip d'inspecció "s'ha posat una vegada més de manifes el secretismo i l'opacitat que caracteritza els temes militars: com no hem pogut realitzar la missió d'observació que pretenÃem, tornarem el pròxim any. El que sà hem pogut confirmar és que es tracta d'una instal•lació que produeix i emmagatzema violència, inseguretat i por, i que té capacitat per a projectar-les a qualsevol lloc del món. Com no volem formar part d'aquesta guerra global en la qual totes les poblacions som vÃctimes potencials, exigim el desmantellament d'aquestes i les altres instal•lacions militars. I mentre això es produeix farem tot el possible per a obstaculitzar-les i fer-les completament inoperatives mitjançant la desobediència i l'acció noviolenta. Ara com ara, ens anem contents perquè almenys hem entorpit durant una bona estona el normal funcionament d'aquesta instal•lació de guerra".
La proposta que fan amb aquesta acció és clara: "tancament immediat de la instal•lació, devolució del 100% dels terrenys al municipi de Bétera per a ús social i ecològic, com extensió del Parc natural de la Serra Calderona i centre de vigilà ncia i protecció ambiental (aprofitant la zona edificada i els helicòpters militars)".

Aquesta acció continua una tasca de quatre anys en els quals s'han portat a terme marxes, manifestacions, acampades, paròdies de la base com parc temà tic de la guerra, pintades, retocs de senyals, encadenaments, “desinfeccions�, pallassos entrant en la caserna, inspeccions... A l'octubre, quatre persones van bloquejar l’eixida des de València del tren que portava material de la base a unes maniobres a Saragossa. Actualment es troben processades per desordres públics, amb una petició fiscal d'un any de presó i a l'espera de judici.
Des de l'any passat la inspecció ciutadana està inscrita en una campanya internacional per a reclamar el tancament i reconversió de totes les instal•lacions militars, i l'abolició dels exèrcits. En la resta de l'Estat, entre abril i maig s'estan produint marxes, acampades i accions a la base de Rota (Cadis), la base de radars d'Aitana (Alacant), al complex quÃmic militar de La Marañosa (Madrid), el camp de maniobres de San Gregorio (Zaragoza), el camp de tir de Las Bardenas (Navarra), la caserna de Mungia (Bizkaia), la caserna de paracaidistas de Múrcia, i la base d'helicòpters del Recajo (Logronyo), entre altres llocs. Tot això més les protestes que ja estan tenint lloc a La Corunya contra la desfilada de les Forces Armades que tindrà lloc en la ciutat el 28 de maig, converteixen aquest mes en un veritable “maig calentâ€? contra la guerra i els exèrcits.

Com l'any anterior, la inspecció s'organitza amb la idea que qualsevol caserna militar ja és suficient barbaritat com per a mirar-la amb lupa, però que a més les instal•lacions de l'OTAN són un lloc especialment adequat per a investigar a la recerca de crims contra la Humanitat. Organitzacions independents han demostrat al llarg dels últims anys que l'Aliança Atlà ntica posseeix armes de destrucció massiva (emmagatzema 480 caps nuclears en bases europees a pesar que el Tribunal Internacional de L'Haia les ha declarat il•legals), està implicada en el foment de la prostitució i el comerç sexual a Kosovo, ha bombardejat amb urani empobrit i bombes de fragmentació els Balcans i ha atacat objectius civils conscientment.
Segons el grup d'inspecció civil, «sona a acudit roà escoltar que les funcions d'aquestes tropes són lluitar 'contra el terrorisme internacional i les armes de destrucció massiva', tenint en compte que la pròpia OTAN emmagatzema caps nuclears en bases europees; un acudit prou macabre perquè aquests seudoarguments i mentides absolutes van ser les que es van usar per a vendre la massacre i destrucció de L'Iraq».

L'equip d'inspecció romandrà dintre de la instal•lació militar tot el temps possible fins que sigui desallotjat per a aixà recuperar almenys durant unes hores per a tot el món «uns terrenys que l'exèrcit va robar a la gent de Bétera en 1940 per a controlar militarment València i que avui alberguen una instal•lació perillosa per a nosaltres i, sobretot, per a la gent que viu en la ribera sud del mediterrani i en Orient mitja». Abans de ser trets per la força per la Guà rdia Civil «aprofitarem per a esmorzar i prendre un te à rab, com gest de fraternitat amb els pobles que estan en el punt de mira dels exèrcits». AL marxar-se deixaran flors sobre els filats i les tanques per les futures vÃctimes de la base.
quines conseqüències legals pot tenir
Es tracta d'una acció de desobediència civil i, sobre el paper, està castigada amb entre 3 mesos i 3 anys de presó. Però sorprenentment, segons el que expressa el Fiscal JurÃdic militar en un document que formava part de l'expedient d'un judici de faltes per la invasió de pallassos antimilitaristas a la base en 2003, aquest tipus d'accions de desobediència noviolenta poden considerar-se com despenalitzades de fet: “Seguint una ja consolidada jurisprudència del Tribunal Suprem [...] [es] pot afirmar que els fets no són constitutius d'il•lÃcit penal militar [...] doncs no guiava als seus autors altre propòsit que el de realitzar un acte propagandÃstic, no quedant vulnerat el bé jurÃdic de la seguretat i defensa nacionalâ€?.

L'equip de la inspecció ha assenyalat que els recursos per a organitzar-la procedeixen del treball voluntari d'un bon grup de gent, «a més dels diners de vora 100 objectors i objectores a la despesa militar que han decidit que aquests actes són millor destinació per als seus impostos que l'exèrcit i el M. de Defensa».
